It's in poor taste, yes... but there's a few things to keep in mind...
-Bush is a political figure; Muhammad is a religious figure.
-We're talking about a different culture. We find different things offensive, and we have different reactions to what we find offensive. In a country where violence is common, they're not going to think anything over-the-top about a Puppet of Bush dying, but they will also start rioting when they get offended for a comic that poked fun at their religion. When violence is so common in their society, these sort of things are understandable, though unfortunate.
