I tend to prefer Pidgey. Sand Attack has a good upside... that said, Rattata has Tail Whip?

Correct. Pidgey is Sand Attack and Rattata is Tail Whip.
Keep in mind I'll be going up against Brock not too long from now.

That will be a tough battle... and you won't have any Grass Pokemon to use in that part of the game either (don't think you will have found any yet). Tough choice though, but I might have to pick Rattata first (Tail Whip lowering opponents' defence is handy). Getting both and leveling them up a bit before taking on Brock would be the ideal situation.
